Sindh College Education Department Makes CEMIS Portal Mandatory for Administrative Processes, Staff Attendance
By Qurban Ali Khushik
Karachi: The College Education Department, Government of Sindh, has made the use of the College Education Management Information System (CEMIS) Portal mandatory across government colleges to streamline administrative processes, digitise official procedures and improve staff attendance monitoring through facial recognition.
According to a circular issued on October 22, 2026, by the College Education Department, all principals and teaching and non-teaching staff of government colleges are required to use the CEMIS Portal for relevant administrative matters, including e-leave applications, e-NOCs, transfers and postings, and other official processes.
The circular directs college principals to regularly review and process applications submitted through the portal and ensure that staff attendance is recorded and monitored through the facial recognition system.
Principals have also been instructed to ensure that every employee under their administrative control installs the official CEMIS mobile application on their smartphone and receives guidance on its use within one week of the issuance of the circular.
Under the new directives, each college principal must nominate a CEMIS focal person to assist staff members and address routine technical and operational issues. Employees who cannot access the mobile application will be required to report to the focal person. Their attendance may be marked through the designated option by an authorised colleague, the focal person or the principal, in accordance with the prescribed procedure.
Other staff members have been directed to use the mobile application to mark their attendance, submit e-leave applications and initiate requests for corrections to their profiles.
The circular further makes college principals responsible for ensuring that their institutions' profiles on the CEMIS Portal remain accurate, complete and up to date, including information about available facilities and infrastructure.
In addition, all college principals must nominate a focal person for the Sindh Electronic Centralised Admission Policy (SECCAP) Portal. The nominated official will be responsible for reviewing, processing, submitting, approving or rejecting student admission applications in accordance with the prescribed admission policies and procedures.
To ensure effective implementation, regional directors have been directed to monitor principals' use of the CEMIS Portal, verify the installation and use of the mobile application by staff in their respective regions, and promptly report technical or operational issues through the appropriate channels.
The Director General of Colleges will obtain progress reports from all regional directors every fortnight and submit a consolidated report, along with recommendations, to the Secretary of the College Education Department.
The circular warns that any lapse or negligence in complying with the directives will be viewed seriously, with responsibility determined under the applicable rules and instructions. It calls for strict compliance across all government colleges in Sindh.
The circular, bearing reference number SO(ACD-II)/CED/G.Ins/2024, was issued under the authority of Nadeem-ur-Rehman Memon, Secretary to the Government of Sindh, College Education Department, and circulated to the Director General of Colleges, regional directors, all government college principals and other relevant officials for information and necessary action.
